The Oklahoma Department of Human Services has been awarded a $720,000 two-year planning grant to build on the capacity of state and local systems to prevent long-term homelessness among at-risk youth with child welfare involvement. Road to Independence (RTI) Network will create a plan to develop evidenced based approaches to reducing or eliminating homelessness among youth in foster care. The project is being funded by the Administration for Children and Families (ACF) Family and Youth Services Bureau.
The project proposes to develop a continuum of care starting with independent living services beginning in foster care. The proposed target population is youth in foster care currently residing in group home or mental health program 14 to 17 years old or youth exiting foster care from those settings. These youth are at high risk for homelessness, victimization, and poverty. The project will also target youth who are living on the street or couch homeless that have exited foster care. Tulsa and Oklahoma metropolitan areas will be the focus of the project.
Use of Chafee funds will be evaluated and aligned with the needs of youth at-risk. OKDHS will also consider the extension of Title IV-E for youth older than 18 years of age.
