The Oklahoma Housing Finance Agency staff proposes changes to the 2015 HOME program. The plan includes:
1. Accepting down payment assistance applications throughout the program year and increasing assistance up to $15,000 depending on need to make unit affordable to buyer.
2. Removing 30% income-targeting criteria.
3. Adding criteria for experience and serving special populations.
4. Accepting 4% tax credit applications as well as 9% in the AHTC/HOME set aside and establishing minimum HOME request in this set aside of $250,000.
5. Maintaining set-aside percentages.
6.Due to limited funding, homeowner rehab will continue to not be an eligible activity.
7. CHDOs: Continuing annual CHDO recertification another year, removing requirement to expend 100% CHDO operating due to change in funding allocation, and, no longer accept stand-alone CHDO operating assistance applications.
