Important HUD Title VI finding in Houston: Last week, Secretary Castro took the final step in HUD’s investigation of the City of Houston’s discriminatory rejection of a Low Income Housing Tax Credit development in a high opportunity area of the City. HUD’s letter of noncompliance tracks the discriminatory and segregative impact of the project’s rejection, and finds that the mayor acted in response to discriminatory local opposition – a classic grounds for liability under both Title VI and Title VIII.
