I was reminded that a few committed people can make a difference. In the past 4 years, while attending college, my niece through her network has adopted out around 200 local pets.
My 22 year-old niece and three friends decided to make a change in the choices and conditions of pets in their community. These four women created a facebook page in September 2013. Their purpose is to manage homeless pets of Skiatook, OK via rescuing, fostering and networking. They began by checking out their local shelter, which evidently was not doing much to alert interested parties about adoptions and/or found pets. Through their actions and network support, on October 28th the shelter announced their adoption process, decreased fees to $7(includes shots, spay and neuter procedure).
In two months, they got support for an adoption process, secured beds for the shelter, adopted out 4 dogs and returned 3 to owners. They encourage adoptive owners to share happy endings with comments and photos that are shared on the site. Check it out: https://www.facebook.com/pages/Skiatook-Animal-Shelter/229270310428493
