HUD submitted its 18th biennial Worst Case Housing Needs report to Congress, providing national data on housing affordability challenges facing very low-income renters (those earning up to 50 percent of their area median income). The report uses data from the 2019 American Housing Survey (AHS), estimates that there were nearly 8 million renter households with worst-case housing needs in 2019—defined as very low-income unassisted renter households who paid more than half their monthly income on rent, lived in severely substandard housing, or both. The report also estimates that the private market and public rental assistance programs made available only 62 affordable units per 100 very low-income renters in 2019. The Bipartisan Policy Center’s J. Ronald Terwilliger Center for Housing Policy will hold a briefing on the report’s key findings and policy implications on Monday, October 18.
