HUD issued a final notice on inspection standards for the National Standards for the Physical Inspection of Real Estate (NSPIRE) rule, detailing inspectable items (i.e. carbon monoxide alarms, cooking appliances, electrical outlets and ventilation) at properties assisted or insured by the agency. The final notice includes a classification of which housing conditions are considered life-threatening-, severe-, moderate- or low-risks by item. Based on received public input, the notice requires addressing documented housing deficiencies classified as life-threatening or severe within 24 hours, and all other deficiencies must be addressed within 60 days or a reasonable period. Additionally, the notice commits HUD to review inspection standards at least every three years to be more responsive to evolving housing industry standards and the changing needs of the public housing portfolio.
