The Federally Mandated Exclusions from Income – Updated Listing Notice published in the Federal Register on January 31, 2024, replaces the previously published version, which impacts HUD grantees, including Community Planning and Development (CPD) grantees.
The purpose of this Notice is to update the list of income and asset sources specifically required by Federal law to be excluded from consideration as income to determine eligibility or benefits in a HUD program. The updated Notice adds new exclusions and removes exclusions that are now codified in HUD’s 24 CFR Part 5 income regulations. The exclusions listed in the Notice apply to income only, except where HUD states that the exclusion also applies to assets.
This Notice applies to HUD programs regardless of the definition of annual income used to determine eligibility for assistance.
