HUD has withdrawn HOMEfires Vol.10, No.2 (February, 2009) “Does the recently issued final rule on Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs affect the way that Participating Jurisdictions (PJ) determine income-eligibility of HOME participants?” A final rule published on August 28, 2009, delays the effective date of these changes until January 31, 2010. As a result, the method for calculating annual income established in the HOME rule at 24 CFR 92.203(d)(1) remains unchanged. On October 15, 2009, HUD issued a proposed rule for public comment that is designed to make the final rule on Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs more clear, and return other regulatory provisions to their pre-final rule content. |
