According to the Government Accountability Office, LIHTC is a key federal program for addressing the shortage of affordable housing. Still, comparing cost drivers and trends across locations is difficult because federal oversight of cost data is limited, and data collection is inconsistent. Designating an agency to collect and report on project development costs could more efficiently address existing oversight challenges. Further, greater standardization of cost data would allow better analysis of cost drivers and cost-management practices, which could help increase the program’s efficiency.
