Notice CPD-15-11 provides HOME participating jurisdictions (PJs) guidance in the development and implementation of written subsidy layering and underwriting guidelines to meet HOME regulations at 24 CFR Part 92. A PJ is required to develop and use such guidelines to evaluate and ensure that the level of HOME investment does not exceed the amount that is necessary to provide quality affordable housing that is financially viable.
