The American Rescue Plan (ARP) provides $5 billion through the HOME Program to the 651 State and local Participating Jurisdictions (PJs) that qualified for FY 2021 HOME funds. In collaboration with other community stakeholders, PJs can use the funding to make targeted, strategic investments in housing and other assistance for people experiencing homelessness or at imminent risk of homelessness, and other vulnerable populations.

HUD issued Notice CPD-21-10, establishing requirements for the use of supplemental HOME funds, authorized by the American Rescue Plan (ARP), to help state and local jurisdictions create affordable housing and services for people experiencing or at risk of experiencing homelessness. The notice explains that the supplemental HOME funds, HOME-ARP, must be used by participating jurisdictions to fund activities that primarily benefit qualifying individuals and families, including those experiencing/at risk of homelessness or fleeing domestic violence. The notice also explains that 100 percent of the authorized HOME-ARP funds must be used by participating jurisdictions for eligible activities: development and support of affordable housing, tenant-based rental assistance, provision of supportive services, and acquisition and development of non-congregate shelter units. The notice clarifies that at least 70 percent of affordable rental housing units acquired, rehabilitated or constructed with HOME-ARP funds must be occupied by households in the qualifying populations. HUD is providing grantees with five percent of their HOME-ARP grant upfront to support eligible planning activities related to the development of their HOME-ARP allocation plans, and participating jurisdictions will access the balance of their HOME-ARP allocations after HUD approves their submitted allocation plans.
